Can hosting invoices go out without me?

Yes. Turn on automatic sending and each recurring invoice is emailed the day it's created, with reminders if it isn't paid.

Can I bill a fixed fee plus extra hours?

Yes. Keep the fixed retainer as a recurring invoice and add tracked hours to a separate invoice, or add them as lines before you send.
